emailing through billing

We would like to be able to send mass email to customers through the billing system.

If we could have different options for who gets the email determined by:
1 - all customers
2 - servers number
3 - package type (i.e. domain, hosting, ssl, dedicated ip, etc)
4- promotion, marketing...basically non billing or account related

Also, with option 4 if the emailing can be cann/spam compliant. They are able to automatically opt out of future emails. So that when we send promo emails, if they opted out, they will not be included.
