Default NixBill Automation 1.2.5

Major Update. New Helpdesk / Ticket system added.

With the release of NixBill Automation 1.2.5 we have added the new Helpdesk system
The helpdesk system will allow existing clients and non clients to create and view tickets.
Emails are sent to assigned admins and to the client on new tickets, ticket replies, and ticket closures.
The admin section has been updated to allow adding admins to helpdesk departments.
